JoAnn Marie (Foley) Baldwin, 83, of Southbury passed away peacefully on November 13, 2023 with her sons by her side. She was a dedicated public servant with a quick wit and keen memory who always had a zinger at the ready and a mischievous twinkle in her bright blue eyes.
Born July 19, 1940, JoAnn was the youngest child and only daughter of Joseph and Marie (Joyce) Foley of Naugatuck. She graduated from Sacred Heart High School in Waterbury in 1958 and Post Junior College in 1960. She married Leroy Baldwin in 1963 and together they moved to Southbury, where they raised three children. JoAnn served as the Deputy Registrar of Voters for many years and was a secretary in the Town of Southbury Fire Marshal's office. She volunteered at the Southbury Public Library, and was a life member of the Southbury Volunteer Fire Department Ladies’ Auxiliary, where she served over 50 years. JoAnn was a prominent and involved member of Shriners Daughters of the Nile, Kaabans Club of Sphinx Shriners, and the Red Hat Society. She enjoyed reading, baking, and crocheting. JoAnn was an avid Scrabble and canasta player, PGA Golf watcher, and UConn Huskies women’s basketball fan. She arrived at every holiday with an apple pie, a bowl of ambrosia, and a wide smile.
JoAnn is survived by her two sons, Timothy and his wife Linda of Southbury, and Lee and his wife Stephanie of Falls Village; seven grandchildren, Sean, Nicholas (Angela), Kacie, Allen, Andrew (Heather), Ashlee, and Maggie; four great-grandchildren, Norah, Greyson, Aubree, and Amelia, as well as a baby boy to be born in December; and many nieces and nephews. She now joins her beloved husband Leroy, their daughter Tammy, her brothers Joseph and Robert, and her parents Joseph and Marie in heaven.

The family would like to thank the wonderful staff at Brandywine Living in Litchfield who helped make JoAnn’s final months so bright and her passing so peaceful.
A Funeral Mass will be held on Friday, November 17, 2023 at 11:00 AM at Sacred Heart Church. Family and friends may visit the Daily Chapel from 10:00 AM – 10:45 AM. Burial will be at Pine Hill Cemetery in Southbury following the mass.
