William C. McElligott

SOUTHBURY- On January 16, William C McElligott passed away from complications of pneumonia. A graduate of Manhattan College, Mr. McElligott was a licensed civil engineer, who spent his career working for New York City's office of Management and Budget. He was one of 500 people globally to hold accreditation as a Certified Value Engineer, co-authoring a book on the subject; "Value Management in Construction, a Practical Guide" which was published in 1995.  William was an avid golfer.  A childhood trip to Ireland inspired his great love of travel, especially on cruise ships.  He is survived by his loving wife Barbara, his sons Christopher and Kenneth and his brother John.  He will be missed by all who knew him.
